Prince Charles, Prince of Wales and President of India Pratibha Patil will officially declare the Games open. Acclaimed Indian film composer A. R. Rahman is

among the performers that will be perform at the opening ceremony. A total of four heads of state from outside India are expected to attend the opening ceremony; three from Commonwealth nations and one from a non-Commonwealth nation. The four head of states are Mohamed Nasheed, President of the Maldives, Marcus Stephen, President of Nauru, Sir Anand Satyanand, Governor General of New Zealand and multiple Commonwealth gold medallist (who is also of Indian descent), and Prince Albert II of Monaco, whose country Monaco is not a member of the Commonwealth. Indian President Pratibha Patil of the host nation, India, will be attending the opening ceremony as well.

The organisers of the Games promised that the opening ceremony would be better than that of the 2008 Summer Olympics held in Beijing, insisting they will “put on the best opening ceremony the world has ever seen”. This was similar to a claim made by chairman of the Organising Committee Suresh Kalmadi that the Games itself would be better than the 2008 Summer Olympics.
